It seems as if the water is moving away from the center.
But it's not like that.
The water just rises and falls, but it doesn't move outwards. It can be shown that the water only rises and falls leaving a cork on the waves that formed the stone.
The cork stays going up and down where you put it.
But ocean waves are not formed by falling stones. Most of the ocean waves are produced by the wind. A rowboat, laid on the waves, it rises and falls like the cork in the pond, unless the wind makes the boat move.
The water from the ocean waves moves up and down just like the water in the pond.
